Hi Robert,
I have never heard of this prohibition, infact there are marine parks that actually encourage snorkelling and swimming with dolphins as they are quite harmless..it is a magical experience (but only if you are good swimmer!)
Sharks on the other hand..! Idefinitely want to swim anywhere near them 😉
